Background:
Working to Put People First - the DH Strategy for the Adult Social Care Workforce in England launched in April 2009 outlines workforce issues at the heart of delivering on Putting People First. The vision is to develop a confident, enabled and well equipped adult social care workforce transforming services as set out in Putting People First, to enable people including those who are most disadvantaged or disabled to participate as citizens in society and take as much control as possible over their own lives.
The workforce is made up of paid employees in a variety of roles such as social work, care assistants in residential; and nursing homes, day and home care workers, personal assistants and occupational therapists. Two thirds of the paid workforce work within independent, private and third sectors. Relatives, friends and volunteers caring for people work alongside the workforce or on their own.
Delivery: 
This project will set activities and outcomes for the 4 sub regional partnerships see page 2. The sub regional partnerships, host organisations were established through open tendering by Skills for Care in 2008 and involves LA’s. Skills for Care will retain responsibility for this project through their governance and management infrastructures.
Integration of the activity and learning from the workforce education – North Lincs project under the JIP Personalisation strand will be connected and disseminated through the joint and integrated work- stream. This project will identify skills required by PA’s/ employers of the future/ and unpaid carers.
 
Outcomes:
The project will enable the continued delivery of objectives to meet the JIP People Matters Strategy and Working to Put People First - the DH Strategy for the Adult Social Care Workforce in England which influence both the existing workforce and the workforce of the future through sub regional and regional activities as appropriate.
In the longer term, the evaluation will drill down to the sub regional level and Local Authority level and measure the improved service delivery ratings, leader confidence in meeting the new agenda, recruitment into the sector and retention initiatives success rates, employee ability to ensure people who use services are receiving services which are fit for their purposes. This will be underpinned by people who use service and carers involvement at all levels of the process.
The longer term vision is to strengthen the 4 sub regional partnerships and Local Authority Workforce planning to enable the workforce transformational change agenda across Yorkshire and the Humber as the social care landscape changes.
