Background:
|
In 2000 guidance, “No Secrets” was issued to all commissioners and providers of health and social care on developing and implementing multi agency procedures to protect vulnerable adults. This guidance gave Local Authorities the responsibility to play a co-ordinating role in setting up a multi agency management committee and developing policies and procedures. No Secrets also provided a definition of a “vulnerable adult” and of “abuse”.
In 2007, the Minister for Care Services announced a review of No Secrets was to be undertaken. This review was required in the context of a changed environment for the delivery of health and social care and “in the light of several serious incidences of adult abuse”. (DH 2008).The period of consultation on the review of No Secrets closed on 31 January 2009 and the outcome is now awaited.
The review proposes to take account of specific areas:
· The policy direction set by Putting People First to provide citizens with choice, control and increased independence.
· The impact of community empowerment and lifetimes homes.
· The drive to increase access to criminal justice, including those who are described as vulnerable.

Delivery:

The Project will establish a Regional Strategic Safeguarding Network,(RSSN) with membership at the appropriate representation, to improve standards of safeguarding of vulnerable adults across Yorkshire and the Humber. This group will provide a focus for safeguarding activity across the region and seek to influence national policy as well as to receive and disseminate national guidance.
The Regional Strategic Safeguarding Network will be chaired by a Director of Adult Social Services and report to the ADASS branch and to the JIP.
The deliverables of the project will be of benefit to all Local Authorities, and their partners, in the region and will involve identifying and sharing existing good practice or collaboration on developing new standards. This will provide efficiencies for the partner agencies.
Success of the project will be demonstrated by the achievement of consistent high standards of safeguarding for adults across the region, which will be evidenced through a shared performance and quality assurance framework.

Outcomes:
|
1. To establish a regional baseline position, including the level of engagement with the NHS and other partners, in readiness for the outcome of No Secrets review.
Outcome: All ASC services in Yorkshire and the Humber will understand their current position and performance, and be able to identify and quantify areas for improvement by November 09
2.To support Safeguarding Adult Boards (SABs) across the region to operate consistently and to high standards including the involvement of users and carers.
Outcome: All members of Safeguarding Adult Boards in Yorkshire and the Humber will understand their role and responsibilities by Dec 10
3. To support all local authorities in establishing safeguarding as “everyone’s business” including the corporate responsibility of Local Authorities, including developing guidelines for the range and seniority of SAB members and their responsibilities to brief and represent their own organisations.
Outcome: All SABs will have appropriate engagement from their partners and across their council by Jan 10
4. To develop a regional performance and quality assurance framework for safeguarding in Y and H which takes account of national and locally agreed standards
Outcome: A Yorkshire and the Humber Safeguarding Performance and Quality Assurance Framework is in place by April 10
5. To develop regionally agreed protocols/toolkits for dealing with cross border safeguarding issues.
Outcome: Toolkits and protocols for efficient delivery of arrangements for cross border issues in place by March 2010
6. To put in place arrangements to ensure safeguarding is embedded within personalised health and adult social care and that safeguarding information and procedures are accessible to service users including those employing PAs.
Outcome: Service users using self directed support have equal access to safeguarding by March 10
7. To work with LAs across the region to ensure vulnerable adults receiving personalised and self directed support are considered in community safety issues through the Crime and Disorder Reduction partnership.
Outcome: Adults using personalised and self directed support are able to access universal services on an equitable and safe basis.
8. To develop regional guidance and information for the use of commissioned providers, many of whom operate across LA boundaries.
Outcome: Service providers able to access robust and consistent advice and information on safeguarding and to apply that to their own organisation by April 10
9. To develop performance standards for use within service specifications to drive up standards of safeguarding through commissioning.
Outcome: Users of services and commissioners assured of quality of safeguarding practice in commissioned services.
10. To direct and support the annual regional safeguarding adults conference in Yorkshire and the Humber.
Outcome: The regional conference, for XX delegates takes place in July each year and keeps the region informed in current policy direction and highlights good practice.
