Background:
 The JIP in Yorkshire and Humber was formed in early 2007, and over a period of six months developed the “People Matter” strategy. This has a number of key objectives aimed at allowing people to live their own lives as they choose using services which are high quality, safe and promote independence, well-being and dignity.
 
The central planks of the ‘People Matter’ strategy are Personalisation, Commissioning, Improving Performance and Efficiency.
 
This project is within the scope of the regional programme for Personalisation for the Yorkshire & Humberside which was originally developed by the In Control’s Regional Forum. The overall regional programme for personalisation provides a framework for responding to all the four quadrants of personalisation and offers a framework of distinct work-streams by which to drive forward commissioning and personalisation across the region. 
 
Delivery: 
Establish steering group to support the sub regional group who will:
 
  • Attend regional meetings to identify issues in each local authority, mapping current services/activities, identifying gaps and the issues needed to be addressed and the achievable outcomes
  • Agree consultation and information giving methods
  • Identify their citizens needs, aspirations and current barriers when accessing services
  • Agree priorities and develop action plans to address these
  • Agree how projects will spend allocated funds
  • Monitor customer and group journeys through video diaries and customer feedback
  • Information and best practice events held throughout the region to share outcomes with other authorities ensuring successes are shared promoting community cohesion
  • Develop culturally sensitive services and activities within local communities
  • Improve access to mainstream services through projects to raise awareness of socially excluded groups and barriers to access
  • Celebrate achievements and recognise success of citizens and local authorities at a regional wide awards ceremony
 
Success will be measured by increased involvement from BME and socially excluded individuals and communities, receipt of services by identified groups and citizens feeling empowered and able to direct their own services, the development of successful projects within the community and the outcomes for individuals in achieving their potential in life. 
 
Outcomes:
  •  To modernise services so that they are designed in a way which maximises people’s independence
  • Develop innovative service in a way which contributes to helping more people live at home and remain in their own community
  • To improve services for carers in a way which increases the level of support, resources and employment opportunities
  • Services are available in a way that enables people to exercise power and control over their own life
  • To provide integrated local services so that, people can exercise choice, retain their independence, be offered protective and have equality of access
  • Communities are active and shape local services to meet their characteristics and needs
