Background:
 The JIP in Yorkshire and Humber was formed in early 2007, and over a period of six months developed the “People Matter” strategy. This has a number of key objectives aimed at allowing people to live their own lives as they choose using services which are high quality, safe and promote independence, well-being and dignity.
 
The central planks of the ‘People Matter’ strategy are Personalisation, Commissioning, Improving Performance and Efficiency.
 
This project is within the scope of the regional programme for Personalisation for the Yorkshire & Humberside which was originally developed by the In Control’s Regional Forum. The overall regional programme for personalisation provides a framework for responding to all the four quadrants of personalisation and offers a framework of distinct work-streams by which to drive forward commissioning and personalisation across the region. 
 
Delivery: 
The objectives of the project are as follows:
  • To establish how barriers to community or citizen-led new forms of support can be overcome, using local engagement and also NAAPS expertise
  • To test out ideas the existing NAAPS Practical Guide for creating the local conditions to support the emergence of sustainable new forms of support within communities, in the context of personalisation
  • To understand specifically the implications of current commissioning practices for micro-service creation
  • To develop commissioning arrangements that can support the creation of micro-services meeting needs within communities
  • To provide real local evidence of how all of the above has achieved outcomes for micro-services and customers
  • To provide an evaluation of the approach taken, and shared learning for the region
 
Outcomes:
 The key outcomes that should be achieved as a result of this project are as follows:
  • An increased understanding of how local authorities and agencies can create the conditions to enable providers of micro-services to flourish in order to meet specific needs
  • An increased understanding of the commissioning arrangements that need to be in place to enable statutory agencies to more effectively commission micro services
 
This supports the key aspirations of People Matters in that it:
·         Promoting better understanding of how commissioning arrangements will evolve in the context of personalisation
·         Supports the identification and sharing of best practice and new ways of working both locally and regionally
·         It will promote and enhance people’s ability to live their lives as they wish
·         It will further the transformation of Adult Social Care in line with the personalisation agenda
