Background:
The project for Regional Lead Member development and support in adult social care and health and follows on from the successful workshop ‘Shaping the Solutions’ organised by the IDeA and Local Government Yorkshire and Humber in July 2008. It aims to build on the good practice highlighted in the recent Commission for Social Care Inspection (CSCI) report State of Social Care in England 2007-08 which states that:
 
Excellent’ councils demonstrate solid support from elected members, providing the platform for clear direction, good value for money, and people who are highly satisfied with services’ (CSCIThe state of social care in England 2007-08 p75.).
 
Delivery: 
This proposal aims to provide a range of different methods to support Lead Members:
  
  • In networking and communication issues of adult social care.
  • Promote dialogue and sharing of good practice in adult social care.
  • Increase the capacity in skills and learning.
  • Support a structured learning process for managing political and management change in a rapidly shifting environment.
  • Raise the profile and demonstrate the value of effective political leadership, local democracy and strong local government.
 
Outcomes:
 Lead Members will:
 
  • drive improvement in their authorities;
  • provide strong leadership in delivering better outcomes for their local communities;
  • share challenges, opportunities and experiences in a supportive environment;
  • develop further learning opportunities for themselves;
  • have a greater awareness and understanding of the adult social care agenda;
  • ensure their authorities can engage effectively as a leader of partnerships around the adult social care agenda.
